Ukraine National Commission on Securities and Stock Market adopted a package of rule-making decisions, including approval of the Regulation on Self-Regulatory Organizations of Professional Participants in Capital Markets, amendments to licensing conditions for professional activities in the capital markets, and a new procedure for disclosure of information on managers’ transactions. The Commission also approved its rule-making plan for 2026, amended its 2025 plan, approved draft amendments to its rules on submission of financial statements, and approved draft regulations on the administration of a non-state pension fund and on open selection competitions for Commission authorised persons. In addition, it approved Commission certificates relating to draft laws on digital accessibility and on improving the legal regulation of the Bureau of Economic Security of Ukraine, and invalidated certain legacy regulatory acts. Within supervision, the Commission approved an extraordinary remote general meeting of PJSC National Depository of Ukraine and prohibited transactions in securities of JSC Southern Mining and Processing Plant, alongside a ban on changes to the depository accounting system relating to those securities. On registration and licensing matters, it confirmed ARTA Asset Management LLC and AMC Bonum Group LLC meet criteria set out in Cabinet of Ministers Resolution No. 76 of 27 January 2023, registered a share issue report without a public offer for PJSC Ternopil Dairy Plant, and approved changes and disclosures relating to corporate bond issuances by LLC Financial Company Supay Chain Finance (Series B) and Creditservice LLC (Series C). It also agreed TAKT-BIZ LLC’s intention to increase substantial participation in Ukrainian Energy Exchange LLC and Ukrainian Clearing House LLC, registered multiple collective investment issuances and prospectuses (including ZNVCIF Strong, ZNVCIF Pragmatic Capital and ZKPIFN ABF-Real Estate of AMC Arivo Asset Management LLC), approved initial-capital share issuances for ZNVCIF Sobeks Invest, ZNVCIF Breton Group and ZNVCIF Dagon, approved two persons’ intention to acquire significant participation in Elliott Asset Management LLC, and denied an intention to acquire significant participation in AMC Partner-Invest LLC.
