U.S. Senate Committee on Banking, Housing and Urban Affairs Ranking Member Elizabeth Warren sent a letter urging the Department of Housing and Urban Development and the Federal Housing Finance Agency to limit institutional investors’ role in single-family, multifamily and manufactured housing. She raised concerns that the agencies have not implemented directives to prevent sales of single-family homes to large investors following Executive Order 14376 and enactment of the 21st Century ROAD to Housing Act. The letter argues that recent HUD actions have instead increased institutional investors’ access to foreclosed homes, including by eliminating a 30-day purchasing period reserved for owner-occupants, nonprofits and local government agencies. Warren called on HUD and FHFA to reverse measures that facilitate private equity ownership and strengthen accountability for large corporate landlords. The agencies were asked to respond to the letter’s questions by September 14, 2026.
