The Central Bank of Russia has appointed Mikhail Mamuta, a member of its Board of Directors, as Deputy Governor effective 10 June 2026 and reorganized its Service for Consumer Protection and Financial Inclusion into two new structural units, the Service for Consumer Protection and the Conduct Supervision Department. Mamuta previously headed the existing service and will oversee the two new units. The Service for Consumer Protection will combine regulatory and analytical work on consumer protection with consumer interaction, financial literacy and financial inclusion. The Conduct Supervision Department will focus on reactive and preventive conduct supervision and methodological support for that supervision. Ekaterina Butova and Sergey Kolganov, previously deputy heads of the existing service, will serve as acting head of the Service for Consumer Protection and acting director of the Conduct Supervision Department respectively. The current Service for Consumer Protection and Financial Inclusion will be abolished in December 2026.
