The Philippine Securities and Exchange Commission has published a draft memorandum circular that would require companies to submit public offering registration statements through the Online Application for Registration Statements platform. The proposal would move applications fully online and reduce the processing period to 40 days, with public consultation running alongside user acceptance testing. The platform will initially cover direct public offerings, follow-on offerings, initial public offerings and first-tranche shelf registrations, as well as applications under the SEC RENT and SEC POWERS specialized registration programs. It will also support the generation of standardized securities identifiers, including International Securities Identification Numbers, Classification of Financial Instruments codes and Financial Instrument Short Names.
