The Central Bank of Russia, together with Moscow Exchange, has selected the first participants in the Shareholder Value Creation Programme launched in early 2025 and introduced a new stock index that includes these issuers’ shares in its calculation base. The programme targets fast-growing companies seeking to enhance their market capitalisation. Decisions on index inclusion are taken by a committee with representatives from the Central Bank of Russia, Moscow Exchange, and Analytical Credit Rating Agency, which evaluates corporate governance practices, information transparency, and financial performance. Only issuers listed on Moscow Exchange’s Level 1 or Level 2 quotation lists are eligible. Programme participants must reconfirm their status at least once a year, and the Central Bank of Russia and Moscow Exchange intend to expand the pool of issuers participating in the programme.
