The Central Bank of Colombia has issued an update to its interoperability framework for immediate low-value payment systems, refining operational requirements around how failures are handled and communicated. The changes amend Annex 5 to External Regulatory Circular DSP-465 (Topic 18), adding and clarifying (i) guidelines for managing error codes in the clearing and settlement of immediate payment orders and/or instant funds transfers and (ii) the terms and conditions for notifying customers of failure events. The circular is addressed to administrators of low-value payment systems that process immediate payment and/or instant funds transfer services, as well as the Financial Superintendence of Colombia and the Superintendence of the Solidarity Economy. Compliance with the requirement set out in section 2.2.3 of Annex 5 is due no later than two months after the circular’s publication.
