The Philippine Securities and Exchange Commission has mandated the use of its Online Application for Registration Statements platform for most public offering applications, advancing its broader effort to simplify capital market entry. Applications submitted through OARS will be processed within 40 days after payment of the initial assessment fee, while debt securities issuances are excluded from the platform’s current scope. OARS covers direct public offerings, follow-on offerings, initial public offerings and first-tranche shelf registrations, as well as applications under the SEC RENT and SEC POWERS specialized programs. Authorized company representatives must access the platform through credentialed Electronic SEC Universal Registration Environment accounts. OARS also supports the generation of standardized securities identification and classification codes, and the commission may add further registration types and forms.
