The Astana Financial Services Authority has established a legal basis for firms to test Event-Based Contracts exclusively within the Astana International Financial Centre FinTech Lab. Contracts may reference only financial and economic events, including movements in securities, approved digital assets, commodities, interest rates and exchange rates, as well as macroeconomic data releases and central bank rate decisions. Contracts tied to political, sporting, weather, entertainment or other non-financial events are generally prohibited. Products may be offered only to Professional Clients and eligible Semi-professional Clients who pass an appropriateness assessment, with individual clients required to be at least 21. The contracts must be fully collateralised, without margin or leverage, and firms must explain their risks and obtain client acknowledgement of their binary, all-or-nothing nature. Firms must also maintain controls against market abuse and financial crime. The authority will assess applications individually and may change testing conditions, restrict products or halt testing where risks arise.
