The Office of the Comptroller of the Currency announced the promotions of Jason Almonte and Sebastian Astrada to Deputy Comptrollers for Chartering, Organization & Structure. In these roles, they will set policy and provide executive direction over federal bank applications, chartering and corporate activities, including related policies, processes and requirements. Within Chartering, Organization & Structure, Almonte previously oversaw corporate applications for Large and Global Financial Institutions, including business combinations, conversions, federal branches and agencies, de novo bank charters and failure transactions, and earlier served as Special Counsel in the Chief Counsel’s Office. Astrada previously led corporate applications covering digital asset filings and de novo charter applications and has managed multiple Chartering, Organization & Structure portfolios, with prior experience at the Federal Reserve Bank of San Francisco and the Board of Governors of the Federal Reserve System. Senior Deputy Comptroller Stephen Lybarger linked the appointments to ongoing work implementing the GENIUS Act and promoting responsible innovation in federal banking.
