The Central Bank of Nigeria has issued a circular waiving the non-refundable 2025 annual licence renewal fee for existing bureaux de change (BDCs), with immediate effect, in the context of the ongoing transition to the new BDC regulatory structure under the 2024 supervisory guidelines. BDCs that have already paid the 2025 licence renewal fee are instructed to apply to the Director of the Financial Policy and Regulation Department for a refund, which will be paid back to the account from which the original payment was made.
