The Guernsey Financial Services Commission has advised that the details of Anna Kosakova, a person designated under the United Kingdom Global Anti-Corruption Sanctions Regulations 2021, have been amended. Her designation remains in force in the Bailiwick through Guernsey's implementation of UK sanctions, and she continues to be subject to an asset freeze, travel ban and director disqualification sanction, with her name remaining on the UK sanctions list. Businesses must check whether they hold accounts or have any other relationship with Kosakova or any other designated person, entity or body, and must freeze any relevant funds, assets or economic resources immediately if this has not already been done. That includes assets held directly or indirectly, wholly or jointly, income or property derived from those assets, and assets held by persons acting on a designated person's behalf or at their direction. Firms must report any findings immediately to the Policy & Resources Committee, comply with reporting obligations under section 14 of the Sanctions Law, and must not make funds or economic resources available to designated persons or related controlled or acting parties unless a permitted derogation or licence applies. Where a firm identifies an affected relationship, it must also notify the Commission as soon as reasonably practicable after meeting its statutory reporting obligations to the Policy & Resources Committee. Under Handbook Rule 12.37, that report must include at least the name of the customer, beneficial owner, key principal or linked transaction or asset, together with the nature and value of the business relationship, transaction or asset.
