Greece's Ministry of National Economy and Finance outlines European Spectrum Union proposal, with up to 75% of future revenue for EU budget

Greece’s Ministry of National Economy and Finance published an opinion article by Minister Kyriakos Pierrakakis, who is also Eurogroup president, proposing a European Spectrum Union to replace fragmented national licensing of future strategic radio spectrum with a common European Union system. Member states would retain ownership of spectrum, and existing licenses would remain valid until expiry, while future allocations would use coordinated renewal schedules, harmonized licensing conditions and common technical and security standards. The proposal targets upcoming renewals of key 5G bands and the unallocated upper 6 gigahertz band of 6,425-7,125 megahertz. It envisages directing up to 75% of future spectrum revenue to the EU budget as a new own resource, with the remaining 25% capitalizing a dedicated European Investment Bank financing mechanism for connectivity and technology projects. The article argues that the framework would reduce regulatory uncertainty and financing costs, accelerate 6G deployment and support investment in artificial intelligence infrastructure, quantum technologies and next-generation networks.
