The Central Bank of Russia has found that two participants in trading on JSC EXCHANGE CTS manipulated the market during auctions for construction materials. The case concerns two reverse auctions of reinforcing bars held in May 2025, in which LLC ICC Stroyingineering and LLC RSK carried out buy and sell transactions worth more than RUB 1.6 million. The central bank concluded that the two companies acted in concert, causing a significant deviation in trading volume from the level that would have formed without those transactions. It qualified the conduct as market manipulation under Federal Law No. 224-FZ, imposed administrative liability on both firms, and issued binding orders requiring them to stop similar violations. The release also reiterates that collusive transactions in commodity trading with anonymous order matching are prohibited and can lead to liability in organised trading.

The Central Bank of Russia found that LLC ICC Stroyingineering and LLC RSK manipulated trading in construction materials during two May 2025 reverse auctions on JSC EXCHANGE CTS.
