The Authority for Anti-Money Laundering and Countering the Financing of Terrorism held a public hearing on its draft guidelines on ongoing monitoring of a business relationship, a core part of the European Union's new anti-money laundering and countering the financing of terrorism framework. The draft guidance is intended to give obliged entities a practical framework for updating customer information and monitoring transactions and activities, with proportionality and a risk-based approach built into the text. The hearing brought together more than 1,200 stakeholders from financial and non-financial obliged entities and civil society organisations. As horizontal guidelines, the draft is designed to apply across all obliged entities regardless of size, from small firms to large institutions. Discussion during the session highlighted varied operational realities across sectors and focused on how the guidance could be made clearer and more effective in practice. Feedback from the hearing will complement written submissions received through the public consultation and will help shape the final guidelines. The consultation remains open until 3 September 2026.
