The National Bank of Moldova announced the start of work on a draft Executive Committee decision that would approve functional and technical requirements for the interfaces of payment service providers that offer account administration services. The initiative is intended to implement point 65 of the National Bank of Moldova’s regulation on strong customer authentication and an open, common and secure communication standard between payment service providers. That provision requires account-servicing payment service providers to ensure their interfaces comply with an open, common and secure communication standard issued by international or European standard-setting organisations, as specified in functional and technical requirements issued by the central bank. To support the drafting process, the National Bank of Moldova invited stakeholders to submit opinions, proposals and recommendations by 29 September 2025.
