The Central Bank of Russia said an investigation found that Ilya Vladimirovich Skorikov misused insider information in trades involving a number of shares on Moscow Exchange. During his time as an investment consultant at a Russian bank between 1 February 2024 and 12 March 2025, he coordinated trading with several bank customers he advised by using the brokerage account of his wife, O.A. Skorikova, and caused mutual transactions between those customers and that account. The investigation found that Skorikov sent customers investment recommendations to trade the shares while placing matching orders through his wife’s account. With the bank’s assistance, the Central Bank of Russia established that he had real-time access to customer orders through the bank’s internal system and used that information to execute the trades. The regulator classified the conduct as a breach of the prohibition in Clause 1 of Part 1 of Article 6 of Federal Law No. 224-FZ, imposed administrative liability on Skorikov, ordered him to cease similar violations, and directed professional securities market participants and trading organisers to suspend all transactions on the brokerage accounts of Skorikov and Skorikova.
