The Vietnam State Securities Commission’s Information Technology Department has cancelled a procurement package to replace servers supporting the securities trading surveillance system, with no contract awarded because all electronic bids failed to meet the requirements set out in the electronic tender dossier. The cancelled package had an estimated value of VND 8,267,000,000 and was to be procured via domestic open tendering conducted online, under a lump-sum contract with a planned implementation period of 240 consecutive days from the contract’s effective date. Five bidders were not selected, with three failing capacity and experience requirements and two failing technical requirements; the cancellation was made under point (a), clause 1, Article 17 of Vietnam’s Bidding Law No. 22/2023/QH15, and the detailed bid evaluation report was posted on the national e-procurement system.
