The World Bank Group announced the first project under its Dynamic Response for Invigorating Value Chains and Energy Security framework, known as DRIVE, advancing a partnership with Japan to strengthen energy and supply chain resilience across Asia. The International Finance Corporation will invest up to USD 50 million alongside the Japan International Cooperation Agency in the Emerging Asia Infrastructure Credit Fund, which is targeting USD 750 million in total commitments. Established under a Singapore government initiative and managed by Global Infrastructure Partners, part of BlackRock, the privately managed fund will finance companies investing in cleaner technologies and industrial transformation across Southeast and South Asia. Its investments will seek to reduce carbon emissions, improve energy efficiency, diversify energy sources and mobilize additional private capital. DRIVE was launched in June 2026 to complement Japan’s USD 10 billion Partnership on Wide Energy and Resources Resilience Asia. The World Bank Group and Japan plan to pursue further projects using public and private financing, risk-sharing instruments and technical expertise, working with partners including the Japan International Cooperation Agency and the Japan Bank for International Cooperation.
