The State Bank of Vietnam published an event report on the first 2026 meeting of Vietnam’s Government Steering Committee on science and technology development, innovation, digital transformation and Project 06, attended by SBV Deputy Governor Pham Tien Dung. The readout sets out the Government’s 2026 focus on the data economy and artificial intelligence and provides banking-sector metrics on biometric identity matching and use of the chip-based citizen ID card (CCCD) and the VNeID electronic ID app in customer verification. Prime Minister Pham Minh Chinh assessed that implementation of Politburo Resolution No. 57 has progressed across levels of government but identified unresolved bottlenecks in human resources, digital infrastructure, data and cyber security, and outlined five task groups covering execution by the steering committee, institutional and policy improvements (especially for the data economy and AI), digital infrastructure and key databases, faster delivery of Project 06 tied to administrative procedure reform, and resourcing and skills development. Meeting materials also reported welfare payments around Lunar New Year 2026 under Resolution 418/NQ-CP of nearly VND 800 billion in cash to 1.9 million citizens and more than VND 533 billion via integrated security accounts on VNeID to 1.3 million citizens; the National Population Database has been connected to 15 ministries and branches, Vietnam Electricity and three telecom firms, and 34 localities, and has handled 2.57 billion lookup and authentication requests. In banking, by 13 February 2026 more than 149.4 million individual customer records and more than 1.66 million institutional customer records had been matched with biometric information via CCCD or VNeID, covering accounts that generate transactions on digital channels; 57 credit institutions and 39 payment intermediaries have enabled chip-ID capture via mobile apps and 63 credit institutions via in-branch devices, while 32 credit institutions and 15 other entities are deploying VNeID, with 21 units officially deployed. Ministries, agencies and localities were asked to develop programmes, plans and roadmaps and organise implementation of the 2026 tasks within their mandates.
