Mexico's National Banking and Securities Commission (CNBV) and the Bank of Mexico (Banco de México) have opened a public consultation on draft general provisions for card payment networks, aimed at expanding card payment acceptance in Mexico. The proposal is framed around lowering the costs of accepting card payments, improving conditions for cardholders, and supporting greater merchant uptake of non-cash payments. The draft sets out conditions intended to drive growth in card payment usage and introduces measures to reduce card acceptance costs to incentivise more merchants to accept cards. It also establishes State-defined operating rules between networks aligned with international standards set by the International Organization for Standardization (ISO), requiring entities that offer card payment services to ensure users can send and receive payments regardless of the network used and preventing network rules from being set unilaterally by private entities. Comments on the draft can be submitted via the electronic portal of the Agency of Digital Transformation and Telecommunications.
