The National Association of Insurance Commissioners’ Market Regulation and Consumer Affairs (D) Committee has established a new Market Conduct Regulation Modernization (D) Working Group to conduct a comprehensive review of the market conduct regulatory framework. The project is intended to produce a strategic roadmap assessing whether existing market conduct supervision has the data, systems, tools, and supervisory approaches needed to oversee evolving insurer business models and practices driven by developments such as artificial intelligence, new distribution models, and national scale vendors. The review is also framed around identifying opportunities to strengthen policyholder protection while making the framework more efficient, collaborative, and risk-focused. The NAIC plans to gather broad input throughout 2026 and aims to deliver actionable recommendations by the end of 2026.
