The European Securities and Markets Authority has proposed a harmonised annual reporting framework under the European Market Infrastructure Regulation for clearing members and clients that clear through recognised third-country central counterparties (CCPs). The framework would give supervisors a consistent view of EU firms’ exposures while limiting new submissions to information not already available through existing EU reporting channels. For groups under EU consolidated supervision, the EU parent would report group activity, including relevant non-EU entities, with a breakdown between EU and non-EU activity. The proposed reporting would cover instrument types, average cleared values and initial margin where existing data contain gaps. Average cleared values would be based on 12 month-end positions and reported by CCP, EU currency and asset class, while initial margin would be averaged from month-end values and reported at CCP level. Reports would use CSV format and be due by the last business day of January for the preceding calendar year. The first submission would fall no earlier than six months after the rules enter into force and would include separate reports for each unreported year from 2025. Stakeholders may respond by Oct. 12, 2026. ESMA expects to publish its final report in the fourth quarter of 2026.
