The Guernsey Financial Services Commission has notified firms that the UK Sanctions List entries for Pavel Ezoubov Ezubov and Vasily Vitalyevich Abramov, designated under The Russia Sanctions EU Exit Regulations 2019, have been varied. Both individuals remain subject to an asset freeze, travel ban, trust services sanctions and director disqualification sanctions, with the UK measures given effect in the Bailiwick of Guernsey under local sanctions regulations. Businesses must check whether they hold accounts or maintain any other relationship with the named individuals or other designated persons and must freeze any relevant funds, assets or economic resources immediately if that has not already been done. They must also avoid making funds or economic resources available, directly or indirectly, to designated persons, entities they own or control, or parties acting on their behalf, unless a permitted derogation or licence applies. Any findings must be reported immediately to the Policy & Resources Committee, and affected relationships must also be reported to the Commission in line with Handbook Rule 12.37, including the identity of the customer or asset involved and the nature and value of the relationship or transaction.
