The Central Bank of the Philippines issued a memorandum to all pawnshops and money service businesses (MSBs) setting out how the 2025 Annual Supervision (Service) Fee (ASF) will be computed, billed, and paid under the Monetary Board’s authority to collect annual supervision fees from BSP-supervised financial institutions. For pawnshops, the 2025 ASF is PHP 500 per pawnshop office, based on the number of offices as at end-December 2024. For MSBs, the ASF is determined by the MSB type as at end-December 2024 under the applicable non-bank regulations, with illustrative amounts including PHP 100,000 for Types A, D and E and PHP 20,000 for Types B and F. Pawnshops that are also registered as MSBs must pay both the pawnshop ASF and the MSB ASF. Billing notices will be issued by the BSP’s Department of Supervisory Analytics and payments are to be made via the BSP New Order of Payment System (NOPS), using an account number format that combines the 2025 assessment year and the institution’s unique code derived from its registration number. Institutions are expected to verify the billing notice upon receipt and submit any exceptions within five working days, otherwise the billing is deemed accepted. The memorandum states that supervised institutions must pay the annual supervision fee no later than 31 May each year and takes effect immediately.
