The Central Bank of the Philippines (Bangko Sentral ng Pilipinas, BSP) issued a memorandum to pawnshops and money service businesses (MSBs) setting out how the 2026 Annual Supervision (Service) Fee (ASF) will be calculated, notified, paid and disputed. For pawnshops, the ASF is PHP 500 per office, based on the number of offices as at end-December 2025. For MSBs, the ASF is based on MSB type as at end-December 2025, with illustrative fees of PHP 100,000 for Types A, D and E and PHP 20,000 for Types B and F, while Type C is shown as PHP 300,000 and or as determined by the Monetary Board but pertains to electronic money issuers that are not covered by the memorandum. Pawnshops with MSB registration must pay both the pawnshop and MSB ASFs. The BSP’s Department of Supervisory Analytics will issue billing notices showing the computation, coverage period and due date, and payments are to be made through the BSP’s New Order of Payment System using an Order of Payment Number and an 11-digit account number formatted as the four-digit assessment year plus the institution’s seven-digit BSP code. Recipients are expected to validate the billing notice and submit any documented exceptions within five working days of receipt or be deemed to have concurred. The memorandum takes effect immediately, and it notes the broader requirement for supervised institutions to pay annual supervision fees no later than 31 May each year.
