Average export license processing time rose to 62 days in 2025 from 38 days in 2023, while the bureau processed 20% fewer applications than the 2019-2023 five-year average. Warren also noted that no entities have been added to the Entity List since Oct. 9, 2025, and that only four Federal Register updates were issued in 2026. The letter further raises concerns about the suspension of the Affiliates Rule and the rescission of the AI Diffusion Rule without a replacement.
