EBA CLEARING has completed pan-European volume testing of its Verification of Payee (VOP) solution, Fraud Pattern Anomaly Detection Verification of Payee (FPAD VOP), with a large group of STEP2 and RT1 users. The coordinated exercise allowed payment service providers (PSPs) to assess operational readiness and identify pain points ahead of the Instant Payments Regulation requirement to conduct VOP checks at scale. The testing covered end-to-end volume peaks across the ecosystem and included PSPs using FPAD VOP as well as other VOP solutions, enabling interoperability and performance checks across different set-ups. EBA CLEARING reported growing adoption of FPAD VOP, with more than 55 RT1 and STEP2 participants across 14 countries preparing to adopt the functionality by October; these participants connect hundreds of PSPs and represent over 40% of traffic in STEP2 SCT and RT1. The broader FPAD toolset also provides network-level fraud indicators intended to support PSP fraud prevention beyond the VOP use case. EBA CLEARING indicated that the results are being used for final tuning and go-live preparation, with PSPs expected to ramp up VOP checks rapidly from 9 October.
