The European Banking Authority, together with the European Central Bank, national central banks and national supervisory authorities across the European Economic Area, has signed a multilateral Memorandum of Understanding to strengthen cooperation and information sharing in support of non-bank payment service providers’ access to central bank-operated payment systems. The MoU sets out principles for collaboration and harmonises processes and procedures for exchanging information between national supervisory authorities and national central banks on non-bank PSP participation in central bank payment systems, with the aim of promoting consistent outcomes and a level playing field in the European payments market.
