The Finnish Financial Supervisory Authority has amended its regulations and guidelines related to the EU Capital Requirements Regulation to reflect CRR3 and European Central Bank guidance. The changes, applicable from Sept. 7, 2026, cover the standardized approach to credit risk, the internal ratings-based approach and operational risk, and implement transitional arrangements for external credit ratings of institutions. The amendments also clarify the capital treatment of land acquisition, development and construction exposures involving properties covered by Finland’s RS system, based on European Banking Authority guidelines. A further interpretation addresses receivables from or guaranteed by Finnvera Plc following the entry into force of Finland’s Act on Specialised Financing Activities and Their Organisation.

The Finnish Financial Supervisory Authority has updated its capital regulations and guidelines to reflect CRR3, ECB guidance and related changes to credit and operational risk frameworks. Effective Sept. 7, 2026, the amendments also clarify the treatment of certain property development exposures and receivables from or guaranteed by Finnvera Plc.
