It also prioritises building a high-quality, professional central bank cadre and talent pipeline through workforce planning, a stated emphasis on loyalty, integrity, responsibility, diligence and professionalism, expanded identification and promotion of younger officials, closer selection capabilities in HR functions, tighter management and supervision alongside incentives for taking responsibility, and faster cultivation and attraction of scarce talent. The programme further calls for follow-on implementation work for branch-level reforms and for stricter standards and integrity controls within organisational and personnel departments.
