The People's Bank of China convened an organisational work conference to review recent organisational and personnel work across the PBOC system and to set priorities for the period ahead. Governor Pan Gongsheng attended and delivered remarks, and Qu Jishan chaired the meeting, which assessed that institutional reform tasks have been completed. The agenda for the next phase focuses on strengthening party-led governance and the organisational system, including reinforcing responsibilities of party committees and carrying out learning activities on the Central Eight-Point Regulations. It also prioritises building a high-quality, professional central bank cadre and talent pipeline through workforce planning, a stated emphasis on loyalty, integrity, responsibility, diligence and professionalism, expanded identification and promotion of younger officials, closer selection capabilities in HR functions, tighter management and supervision alongside incentives for taking responsibility, and faster cultivation and attraction of scarce talent. The programme further calls for follow-on implementation work for branch-level reforms and for stricter standards and integrity controls within organisational and personnel departments.
