The Guernsey Financial Services Commission has notified businesses that details for Khatiba Jama'at al-Tawhid wal-Jihad, unique ID QDe.168, have been amended under the United Kingdom’s ISIL (Da’esh) and Al-Qaeda sanctions regime, which applies in the Bailiwick of Guernsey. Businesses must check whether they have accounts or other relationships connected to the entity or any other designated party and immediately freeze relevant funds, assets and economic resources if they have not already done so. Businesses must not make funds or economic resources available to designated parties, entities they own or control, or persons acting on their behalf or at their direction, except under an applicable derogation or licence. Any findings must be reported immediately to the Policy & Resources Committee. After meeting that statutory obligation, regulated firms must report affected relationships to the Commission as soon as reasonably practicable, identifying the relevant customer, beneficial owner, key principal, transaction or asset and providing details of the relationship and transaction or asset value.
