The Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan has published its March supervision update, reporting that it reviewed 13,800 enquiries and complaints from individuals and legal entities about financial institutions and collection agencies, down 16.1% from February 2026. It also applied nine supervisory recommendations, two written orders and 17 administrative fines totaling KZT 10.4 million for breaches of Kazakhstan legislation. Banks accounted for 48.5% of reviewed submissions, microfinance organizations 34.8% and collection agencies 9.7%. By subject matter, 51% related to debt settlement, 13% to interpretation of legislation and 9% to consultations on various issues. Enforcement action comprised three supervisory recommendations and one fine for banks, one written order and four fines for microfinance organizations, six supervisory recommendations and nine fines for insurance and reinsurance organizations, and one written order and three fines for collection agencies. The update also set out progress under the Mortgage Housing Loans Refinancing Program. As of 1 April 2026, banks had refinanced 33,200 loans worth KZT 212.6 billion under the part of the program covering mortgages issued between 2004 and 2020, converted or refinanced 16,200 foreign currency mortgage loans worth KZT 114.4 billion issued before 1 January 2016, and provided KZT 101.0 billion of additional support to 10,600 socially vulnerable borrowers through debt reduction, easier repayment schedules and the return of sole residences held on banks' balance sheets to borrower ownership.
