Peru's Superintendency of the Securities Market published a set of priority actions in a support document for developing a roadmap to strengthen the role of Peru’s capital markets in corporate financing and broaden domestic investment options. Among the most advanced initiatives is the development of low-risk products for individuals, including an exchange-traded fund of sovereign bonds. The sovereign bond ETF initiative has been developed with support from the World Bank, drawing on regional precedents where funds invest in government securities or provide direct retail access. Other measures highlighted include a public-private programme to prepare and support more companies to access the securities market, a targeted programme to facilitate small and medium-sized enterprise financing with participation from COFIDE, and work to eliminate tax-driven regulatory arbitrage so financial and capital markets operate under consistent tax treatment for participants.
