In published remarks to Parliament, Greece's Ministry of National Economy and Finance said Deputy Minister George Kotsiras backed the bill ratifying the 24 February 2026 concession agreement for the state lotteries and described it as a measure that will keep the lotteries operating without interruption, avoid implementation gaps, modernise distribution channels and provide a stable and predictable framework for the market. He also said separate legislation on illegal gambling is being prepared and will strengthen the state's mechanisms to prevent, detect and suppress illegal gambling, including through expanded powers for the Gaming Supervision and Control Commission. Kotsiras said the concession supports the sustainable development of the market and protects people with professional links to the sector. He added that questions on the legality of the process, the choice of the contracting company and the level of consideration had been addressed during the bill's discussion by representatives of the Superfund, the Court of Audit and other involved bodies. He linked the planned illegal gambling initiative to wider technological changes in the gambling sector and referenced the government's broader focus on minors' access to the internet and social media. The state lottery concession is before Parliament under the ratification bill, while separate legislation on illegal gambling was described as forthcoming.
