Angola's Ministry of Finance said the National Assembly's Specialized Working Committees approved in detail three draft laws covering the Personal Income Tax Code, the legal regime for crowdfunding and the legal regime for supervision of external audit of public interest entities. The measures now move to final overall consideration and voting in the legislative process. For the Personal Income Tax Code, discussions focused on transitional arrangements, exemptions and tax administration data use. The ministry highlighted the need for a smooth move to the new tax regime, with declarative obligations for income earned during a financial year continuing to follow the legislation in force when that income was generated. It also reaffirmed that taxpayers with a disability of 50% or more, when duly certified by the competent authorities, should continue to benefit from the protective mechanisms in the draft regardless of income category. Further adjustments were backed for Category B income to support coherent tax treatment and correct determination of the tax base. On information exchange between financial institutions and the Tax Administration, the proposed model was described as preserving confidentiality and taxpayer data protection, with encrypted electronic transmission used only for automated validation of declared data and without direct access to taxpayers' bank transactions. For the crowdfunding bill, technical contributions were introduced to refine the drafting of some articles, especially on the duties of entities covered by the regime and the treatment of revenue from fines and contraventions. The audit oversight bill is intended to establish more effective supervision of external audit activity for public interest entities, with the stated aim of strengthening the quality of financial information and market credibility. All three bills now proceed to final overall review and vote.
