The Russian Government published remarks by Prime Minister Mikhail Mishustin at the Digital Solutions IT Forum outlining priorities for artificial intelligence, digital infrastructure and cybersecurity. The government will determine where critical infrastructure and other sensitive sectors must use Russian foundation models, with a transition period for affected companies. A recently adopted AI support law gives domestic developers access to assistance measures and data sources for model training, while the government also plans to define the authority and responsibility of autonomous AI agents. Mishustin called for stronger safeguards as AI agents gain the ability to initiate transactions, alter records and conduct cyberattacks. A unified anti-fraud platform already enables banks, telecom operators and digital platforms to exchange data in real time, suspend suspicious transactions and coordinate blocking measures. Planned measures include fraud reporting and account protection through the Gosuslugi public services portal, tighter login and account recovery controls, and expanded penetration testing of state systems. The government is also preparing strategies for autonomous systems and digital platforms and developing a master map for data centers, 42 of which are under construction with investment exceeding RUB 280 billion.
