The Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan has prepared a draft resolution to amend certain regulatory legal acts as part of its financial market development agenda. The draft would align relevant rules with Kazakhstan’s Law on Legal Acts, broaden the set of internet resources permitted for publishing annual financial statements by joint-stock companies and financial organisations, and adjust stock exchange listing categorisation for certain debt issuers. Under the proposal, additional internet resources would be added to the list of acceptable platforms for publishing annual financial statements. The draft would also carve out the “Debt Securities Buffer” segment as a separate category within the stock exchange’s official list, aimed at ensuring equal conditions for issuers that have failed to meet obligations to pay coupon interest on bonds.
