The Palestine Monetary Authority reported that its Governor, Yahya Shunnar, led the Palestinian delegation at a high-level Wilton Park conference in the United Kingdom on 13–15 October 2025 focused on developing a coordinated framework for Gaza’s reconstruction and exploring modalities for mobilising private sector engagement. Governor Shunnar presented a Palestinian-led reconstruction initiative framed around governance, transparency and accountability, and highlighted the banking sector’s role in supporting reconstruction financing. The Governor set out the Gaza Recovery and Reconstruction Implementation Program (GRRIP), described as the national framework aligned with the Arab Plan for Gaza’s Recovery and Development. The programme is intended to be implemented through a Gaza Reconstruction Unit within the Ministry of Planning and International Cooperation, supported by a Project Preparation Facility to fast-track bankable projects, United Nations Development Programme engineering teams for debris clearance and damage verification, and 18,000 civil servants expected to resume public services once access conditions allow. The Palestinian delegation also indicated operational readiness to coordinate with Egyptian and Jordanian authorities on border facilitation and reconstruction logistics when access is permitted. The release referenced Egypt’s preparations for an International Conference on Gaza’s Reconstruction scheduled to be held in Cairo in November 2025.
