The European Central Bank published the October 2025 roster of the Rulebook Development Group, setting out its chair and secretary and the participating organisations from the European retail payments market, the Eurosystem and EU institutions in observer roles. Patrick Papsdorf chairs the group and Sjoerd van der Vaart acts as secretary. Market representation spans credit institutions (European Savings and Retail Banking Group, European Banking Federation, European Association of Co-operative Banks), payment institutions (European Payment Institutions Federation), third-party providers (European Third Party Providers Association), the European Payment Council, electronic money institutions, acquirers (European Digital Payments Industry Alliance), consumers (BEUC), SMEs (SMEunited), corporate treasurers (VDT, with a coordination role to reflect a European view), and merchants (Ecommerce Europe and Eurocommerce). Eurosystem members include national central banks from Germany, Ireland, Spain, France, Finland, Italy, the Netherlands, Austria and Portugal, alongside the ECB, with observers from the European Commission, European Parliament and the Danish Presidency of the Council of the EU.
