Bulgaria's Ministry of Finance reported that Finance Minister Temenuzhka Petkova and Bulgarian National Bank Governor Dimitar Radev have sent a joint letter to European Commission President Ursula von der Leyen and European Central Bank President Christine Lagarde requesting the preparation of extraordinary convergence reports for Bulgaria as part of the process of adopting the euro. The request follows the National Assembly decision of 26 July 2024 to accelerate and complete preparations for euro adoption and references Article 140 of the Treaty on the Functioning of the European Union. It also implements Council of Ministers Decision No. 92 of 24 February 2025, which mandated a request to the European Commission and the ECB for extraordinary convergence reports for Bulgaria.
