The Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan published an update on its consumer protection and supervisory activity for September 2025, focused largely on borrower complaints linked to suspected fraud, assistance with restructuring consumer loan debt, and measures to reduce debt burdens. It reviewed 11,672 appeals from individuals and legal entities concerning financial organisations and collection agencies, up 4.5% from August 2025, and applied a mix of supervisory response measures, written orders and administrative fines totalling KZT 1.2 million. Banks accounted for 52.4% of appeals, microfinance organisations 36.6%, collection agencies 8.8%, insurance entities 1.9% and other organisations 0.3%. For identified legal breaches, the Agency applied 10 recommendatory supervisory response measures, issued two written orders and imposed two administrative fines, citing issues including charging penalties after more than 90 days of delinquency without notifying the borrower, and late insurance payouts alongside the absence of an agreement to provide information to the State Credit Bureau. Measures included nine recommendatory actions for second-tier banks, two written orders and one fine for collection organisations, and one recommendatory action and one fine for insurance organisations. The update also reported progress under a three-part mortgage refinancing programme aimed at preserving a borrower’s sole home and reducing debt burdens. As of 1 October 2025, banks had refinanced 33.1 thousand mortgages originated in 2004–2009 for KZT 209.9 billion, and converted or refinanced 16.0 thousand foreign-currency mortgages issued before 1 January 2016 for KZT 114.3 billion, with foreign-currency loans to be converted or refinanced until 31 December 2025. Additional support measures for certain mortgage borrowers whose loans were previously refinanced under the programme reached 10.6 thousand borrowers for KZT 99.1 billion, and the assistance period for mortgage borrowers was extended until 31 December 2025.
