Submission is required if, at the end of the reference year, either total claims consisting of financial loans to foreign persons, balances on accounts abroad including accounts with a foreign-based virtual bank, payment institution or electronic money company, and securities acquired without a local investment intermediary reach at least BGN 50,000 or the foreign-currency equivalent, or total liabilities from financial loans owed to foreign persons meet the same threshold. The form can be filed electronically via the ISIS portal or in paper form at the bank’s registry or by post. The National Bank of Bulgaria noted that the information is used only for statistical purposes and may be shared externally only in aggregated form; failure to meet the Foreign Exchange Act reporting obligation can result in a fine, and individual statistical data are treated as statistical secrecy and cannot be used as evidence before executive or judicial authorities.
