The Central Bank of Mexico has launched a public consultation on draft amendments to its rules for certain financial institutions and the Interbank Electronic Payment System (SPEI), aimed at harmonising the user experience for electronic fund transfers initiated through mobile devices. The proposals would introduce regulatory elements intended to promote a more uniform, intuitive, easy and fast process for users sending mobile transfers. The drafts would amend Circular 3/2012, which sets provisions applicable to the operations of credit institutions, regulated multiple-purpose financial institutions with equity links to banks, and the National Agricultural, Rural, Forestry and Fisheries Development Financial Institution, as well as Circular 14/2017 governing SPEI. Comments from the general public may be submitted only via the central bank’s online consultation portal until 18:00 Mexico City time (GMT-6) on 20 April 2026.
