The Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan reported that it reviewed 16,400 complaints about financial institutions and collection agencies in June, up 24.2% from the previous month. Banks accounted for 47.9% of complaints, microfinance organizations for 34.4% and collection agencies for 9.1%. Debt resolution was the leading issue at 45%, followed by requests for legal interpretation at 15% and consultations on various matters at 11%. In response to identified legal violations, the agency imposed 20 recommendatory supervisory measures, issued six written orders and levied 24 administrative fines totaling KZT 9.6 million under 22 administrative offense reports. Insurers and reinsurers received 13 supervisory measures and 20 fines, while banks received seven measures, one written order and three fines. Microfinance organizations received one written order, and collection agencies received four written orders and one fine. The agency also reported cumulative results from its mortgage refinancing program as of July 1, 2026. Banks had refinanced 33,300 loans totaling KZT 214 billion under the program for sole-home mortgages originated from 2004 through 2020, converted or refinanced 16,200 foreign currency mortgages totaling KZT 114.4 billion, and provided KZT 101.2 billion of additional support to 10,600 socially vulnerable borrowers.
