The Isle of Man Treasury issued a financial sanctions notice reflecting updates to the UK cyber sanctions list as it applies in the Isle of Man, removing two duplicate consolidated-list entries and amending two existing entries under the cyber sanctions regime. Duplicate entries for Aleksey Sergeyevich Morenets (CYB0093) and Yevgeniy Mikhaylovich Serebriakov (CYB0073) were deleted. The underlying listings for Morenets (CYB0006) and Serebriakov (CYB0007) were amended, including name presentation and updated statements of reasons describing involvement in relevant cyber activity linked to GRU Unit 26165 and GRU Unit 74455 respectively, and both remain subject to an asset freeze. The notice reiterates that the Cyber (Sanctions) (EU Exit) Regulations 2020 have effect in the Isle of Man via the Sanctions (Implementation of UK Sanctions) Regulations 2024, with measures under the regime including asset freezes and immigration sanctions. The Treasury also restated compliance expectations for relevant institutions, including immediate freezing where a suspected match is identified, checking for false positives against the UK Sanctions List (including ownership and control), restrictions on dealing absent an exemption or licence, and reporting frozen assets and suspected breaches or blocked attempted transactions to the Financial Intelligence Unit (FIU).
