The Union of Arab Securities Authorities (UASA) published a study setting out best practices to promote financial inclusion in Arab capital markets, positioned as an output under its 2021–2025 Strategic Plan. Prepared by a Board-mandated working group established at UASA’s eighteenth meeting in Doha in 2024, together with the General Secretariat, the study draws on member jurisdictions’ legislative frameworks and practical experience as well as regional financial inclusion initiatives. It sets out core concepts and guiding principles, proposes tools and indicators to assess and develop financial inclusion in capital market activities, and discusses measures to improve access for underserved segments, including the role of financial technology in enabling individuals and small and medium enterprises to participate in the financial system. UASA presents the study as a reference for Arab regulators to support greater alignment and harmonisation of financial inclusion-related legislation and to facilitate deeper cross-border market integration.
