The Hong Kong Monetary Authority has launched a public consultation on the Phase 2B prototype of the Hong Kong Taxonomy for Sustainable Finance. Building on Phase 2A, the prototype broadens the framework from 25 to 39 economic activities through 10 additions and the recategorization of some existing activities, with technical criteria for green and transition activities and measures where applicable. The expanded coverage includes battery manufacturing and recycling, low carbon technology manufacturing, and transition pathways for hard to abate sectors such as air transport and iron and steel. Phase 2B also introduces a process based climate adaptation methodology and 24 measures focused initially on shoreline protection and flood management. Eleven whitelist measures can be treated as taxonomy compliant without further assessment, while 13 non-whitelist measures must be assessed under the new approach to ensure a substantial contribution to adaptation and manage maladaptation risks.
