The Brazilian Superintendence of Private Insurance (SUSEP) convened a meeting with market participants to discuss the implications of the enactment of Complementary Law No. 213/2025, which regulates insurance cooperatives and mutual property protection groups. The new framework brings these entities into the National Private Insurance System and expands SUSEP’s supervisory perimeter. The law is positioned as enabling new distribution models, broader access to insurance, and more modern regulatory practices aligned with international standards. SUSEP superintendent Alessandro Octaviani highlighted the role of continued dialogue between market participants and regulators in supporting legal certainty and trust in the sector. SUSEP flagged near-term priorities including secondary regulation for Complementary Law No. 213/2025 and the legal framework for insurance contracts, as well as initiatives covering private pensions and civil liability insurance in transport. Its 2025 Regulatory Plan envisages implementing the provisions of the new complementary law.
