Under the Direction issued on 14 November 2025, MCB must immediately cease deducting from customer accounts any delayed debit transactions posted more than 30 days after the transaction was initiated. It must also refund all such delayed debit transactions deducted in 2025 and fully reimburse affected customers, including reversing any related fees, charges, or interest applied due to the delayed debiting. MCB must complete the refund process by 14 December 2025 and provide the Central Bank with a certified schedule covering the number and value of transactions remediated, the total amount refunded or credited, and the measures implemented to prevent a recurrence of delayed debits.
