The Central Bank of Paraguay used the 2025 Latin American Meeting of Clearinghouse Operators in Asuncion to provide an update on the evolution of Paraguay's national payments system. Board member Liana Caballero highlighted the entry into force of the National Payments Law as a recent milestone and presented it as a measure that will support the next stage of development in the country's payments market. The update focused on the scale-up of the Paraguay Payment System, SIPAP, which the central bank said has expanded access and modernized local payments. SIPAP now settles in one month the same volume it settled over 12 months three years ago, while daily operations have increased fivefold over the past two years. Caballero also pointed to SPI as one of the latest enhancements to the system. SPI accounts for 72% of the value and 42% of the number of transactions classified as low value, and the central bank said that in 2025 it has been adding an average of 160,000 new users a month.
